Just to confirm points made here, I do run an electric water pump with a thermostat. It is in the Chevelle. It is drilled with bypass holes so no additional bypass is needed. Small block does have the bypass built into the factory pump, it is that extra hole on the passenger side of the pump. Big block used the small hose off the front of the intake. So an electric with a bypass thermostat is fine. I would also use the external cooler alone. Mount it with the fittings on the top if you can to prevent air from getting trapped in it.
