Wiper motor question

My brother has a 86 Monte SS and his wipers when you shut them off will just stop right were shut them off and will not retract down like there supposed to. everything else works fine they just stop in the middle of the windsheild. is this have to do with the motor or the wiper switch in the collum? Thanks for your help in advance

Is the park switch easy to replace or do I have to buy another wiper motor?

You can replace just the park switch as an assembly.
