Has anyone seen a converter like this? I bought it and was told it was a Hughs 200-4r 2500 stall converter. I installed it and everything seemed good. Now I was going to sell it when a buyer asked how I can id it as what it is? good question. It used to have black marker on 21-25L on it but is also has these stickers/bar codes on it.

That is an OEM GM barcode sticker.

That number appears in a few internet searches, but I haven't seen enough details in the search results to determine the original application.

Part number 21-25L is a good part number for our torque converter product line. That part number is a 12" Street Master lock-up torque converter that will fit the 200-4R as well as the '82-'84 700R-4 featuring a 27-spline input shaft. That part number carries an advertised stall speed rating of 2,500 RPM.
