I bought this column a few years ago from a local column shop, no steering wheel or lock collar. The tilt is still tight, but the upper 'stub' shaft wiggles around. Could this be due to missing bearings in the tilt section?

There should be no wiggle. There are 2 sets of ball bearings supporting the upper stub shaft.

How much does it "wiggle around"?

Is the steering wheel lock plate installed? If not, then I can understand the wiggle. Beneath the plate is a spring that presses on the upper race.

If the lock plate is installed, there is something seriously wrong.

 I thought they were harder to get to. It took me longer to make the lock collar tool than it did to put the balls in. Now I just have to either replace the turn signal switch or figure out why it's so hard to get to stay 'left' or 'right'. Is it common for those to wear out and not want to stick in either direction?
