Fuel /air mixture adjustment problem

I have a 350 ci engine with a 650 Holley Street Avenger. I used a vacuum gauge in the line going from the manifold to the HEI distributor. The highest vacuum level I got was 16 inches. The car ran great but it smelled like it was running rich. I then tried in a dead end hose from the manifold that goes to the pvv valve. I couldn't get it over 15 inches. It ran well and didn't smell like it was rich. Any ideas on how I can do a better job?

Things that can cause low vac
Retarded ignition timing
Low compression
Any kind of intake leak
Tight valve timing
Large cam

The gauge is very steady. The initial timing is at 16 degrees and advance timing is at 28 degrees. The only problem is getting the air/fuel mixture correct. Where is the best place to take this reading?
