I would like to do away with the distribution block that mounts under the drivers foot area that's bolted to the frame. Does this have some kind of proportional valve in it also? What are people doing when they do away with that thing?

Unless you are installing race style brakes with separate front and rear masters and adjustable bias comtrol and proprtioning valves, you should leave the stock combination valve.
