I haven't seen one wear out. Did you lose the springs?

Are you using a cruise switch? If so, the wire location can interfere with the handle operation.

The stalk has cruise, I'll double check that... I don't think I lost the springs? If I apply more-than-typical force it will stay, it doesn't just pop back to neutral.

The plastic piece with the horn contact is what cancels the turn signals. Perhaps take the lock plate back off and watch what happens.

If you have to force the handle to stay in place, the cruise cable may be the culprit. It is difficult to put the cable in its proper path. Someone may have cheated and run the cable in a different path, which can interfere with the handle movement.
